The report  explores the current application of the CWC with regard to the wide range of chemicals within its scope of regulation, including certain agents which have been utilised as “non-lethal” weapons, such as riot control agents (RCAs) and incapacitates, and their means of delivery and highlighting certain ambiguities and limitations of the control regime and their implications for the development and use of such agents.
